The decisive consideration is decompositions and normalisation: if you
don't use the precomposed forms, then use 0301 -- that's what the
precomposed forms decompose to. 0384 TONOS is a spacing version of 0301,
but that character is really only useful if you want to talk about the
diacritic in isolation.
