I found SBLHebrew-Manual.pdf at 
ftp://publisher.libronix.com/drop/Tiro/SBLHebrew-Distribution/SBLHebrew-Manual.pdf, 
from a Google search. This is not yet on the SBL site, for according to 
http://www.sbl-site.org/fonts/FontIndex.html "The Society of Biblical 
Literature is now testing files and checking documentation prior to the 
release of its new Hebrew font". So I guess this manual should be 
considered as a draft.
