The URL on the SIL website for Getting and Converting the BHS text will
send you to the Oxford Text Archive. They provide an older electronic
version of the BHS at no charge, which is in the Michigan-Claremont
encoding. This can be converted to the old SIL Ezra standard encoding and
verse numbers added using CC tables. But you will be stuck there. We
haven't yet released a TECKit mapping to continue the conversion to
Unicode, although it is nearly done.
The problem we are facing though, is that we are considering implementing a
specific order, slightly modified from the old one, for biblical Hebrew. We
have had long discussions with SBL, Tiro, Antioch, and Microsoft to try to
come up with a good solution. These groups at working on implementing
changes now and we will be following up shortly.
At any rate, I don't believe SIL has any plans to provide a copy of the BHS
in the new order on the website, but we will provide tools for conversion
of Ezra SIL encoded data eventually.
You are correct that we (NRSI) are not planning to produce a specific
transliteration font and keyboard. Any decent Latin Unicode font should
have everything you need. Doulos SIL will be a good choice when it is
released.

Does this one still work? It is based on something I found several years
ago. In any case the instructions given are for getting the text into
the older (legacy encoded) Hebrew Font System. But it would be easier to
convert to Unicode Hebrew, though there are some tricky issues as well.
