Sorry, I didn't read closely enough. SIL's older legacy encoded Hebrew 
package includes a transliteration font. At one time one was planned to 
go with Ezra SIL but maybe they decided instead to include the necessary 
glyphs in a general purpose Latin script Unicode font like Doulos SIL, 
http://scripts.sil.org/cms/scripts/page.php?site_id=nrsi&item_id=DoulosSILfont.

I know that some work has been done on conversion programs e.g. TECkit 
maps. Maybe someone else on this list can comment on whether anything is 
actually available.

I have remembered that the official BHS text in Unicode is available to 
all (who can afford $59.95) from Linguist's Software, 
http://www.linguistsoftware.com/bhsu.htm.
