For font and Keyman keyboard, try www.sil.org where there is a Unicode 
Hebrew font (Ezra SIL) as well as a legacy encoded font (SIL Ezra).

A Unicode text of BHS has been released but with restricted distribution 
for copyright reasons. This is included for example with the recently 
released Paratext 6, see http://paratext.ubs-translations.org/. Although 
the underlying text is widely available, sadly I don't know of any way 
that those who don't qualify for Paratext and similar products can get 
this Unicode version.

The Hebrew Bible in Unicode, but not the BHS, is available from 
http://www.mechon-mamre.org/ - the versions with cantillation marks are 
in Unicode.
