Keyboard input capabilities will depend on the verison of Windows  you are
using. If you're setting up a new system with Windows XP, then it will come
with a keyboard layout for polytonic Greek. If that layout doesn't do what
you want / need, then you'd have to use something like Keyman to create a
layout that does. Controls in VB.Net would be able to receive Greek
characters from either of these input methods.
