It's not lilo.config, it's lilo.conf.  
The most likely cause of your problem is lilo booting 
read-only.  You need to tell lilo to boot read-write.  
If your problem continues, that means lilo is still 
booting read-only (i.e. you have not correctly told
lilo to boot read-write).
