What does it mean to set user ID on execution?

Is running links2 this way any more secure than running it as root?

I am thinking that I will have to use the 'user' account with a regular 
Xserver instead of Xvesa in order to get Realaudio to install, and also to 
make rxvt work.  Is there some way to set .xinitrc to choose between X 
servers?  I only know to ln -s Xvesa X but that would require all users 
including root to use the same X server (Xvesa).  Steven suggested using 
different .xinitrc's for root and user to choose between window managers.
