The main portion of Deuteronomy (5-28) was written during the time of Hezekiah by royal scribes (See M. Weinfeld, Deuteronomy and the Deuteronomic School). Because of the fall of Samaria, the unconditional promise of David's eternal dynasty was made conditional. The school was ferocious on obedience to the covenant, so much so that rebellious teens were executed. A colllection of Proverbs was also made at this time with a first edition of Proverbs 1-9. Hezekiah's Deuteronomy was discovered during the time of Josiah, and Dtr1 was produced. But when Josiah died in battle, Dtr2 was produced during the exile which again made the covenant unconditional.
