1. What does ? mean (for instance in y?qat'tel)?
2. Why not to ask to Dr. Blau himself? He is a member of the Academy of the
Hebrew Language (Jerusalem): maybe he would give an answer to your

3. I'd say that in a general way the jussives and the W-xx forms tend to
stress the syllable that is before the otherwise usually stressed syllable.
As a sample, of verb YFDA(
--normal form: Y"DA( (Psa 39:7) --- oxytone
--jussive form: Y"DA( (1Sa 20:3) --- paroxytone
--W-form: WAY."DA( (1Sa 1:19) --- paroxytone
