[B-Greek] Philippians 2:6

ος εν μορφη θεου υπαρχων ουχ αρπαγμον ηγησατο το ειναι ισα θεω

 Is not the verb here, υπαρχων, a Present Active Participle? All the translations have "existed" rather than "exists." What determines if a Participle in such a construction should be Present or Past tense in its clause?
