There are 15 verses in the OT and Apocrypha in which πᾶς [PAS] is immediately followed by ῥῆμα [hRHMA].

In some it does refer to words. In others it references an event or a thing. For example,

I thought I had already sent this reply earlier, but apparently it didn't go through (apologies if it did).
I think this is a Hebraism: PAN hRHMA means "any thing." Given the double-negation in OUK ADUNATHSEI, that should yield the appropriate sense, I think. Granted, it's somewhat awkward Greek. I don't have my references with me at this time, but I think this is a citation from the LXX, which means that it's an overly literal translation of the Hebrew.
