If one tags GAR as a discourse particle, then it is up to the reader to infer from the context a more detailed explanation of its function. I think this is more a semantic and pragmatic inference than a syntactical one. Usually in narrative, GAR introduces a background comment. In non-narrative, it introduces a supporting point in the argumentation. I prefer to call it "rhetorical reason".
In any case, the differences between the Friberg tags, the Accordance tags and the difficulties you have experienced indicate to me that the distinction is more pragmatic than syntactical.
