This question has to be answered with other means than those of the Greek
language strictly spoken. It is only seldom possible to establish that an
author used an expression as a metaphor without exegesis.
So I would suggest you to look if in the Bible God is everywhere seen as
only and purely light. If not, youy are dealing with a metaphor.
